The Governing Body elects the members of the Executive Council and is comprised of President of the Network as its ex-officio Chairman and Representatives of three other Member States. The members of the Executive Council hold office for a period four years.

The Executive Council frames regulations for proper management of the Network; formulates the programme, proposals and action plans for the Network and submits them to the Governing Body for consideration and approval; as well as prepares and submits Annual Report to the Governing Body for its approval and submission to the COMSTECH and the Host Government.

The current members of the Executive Council are Bangladesh, Indonesia and Sudan.
